Despite Orsini’s optimism, New York’s utility regulations proved to be a stubborn obstacle. To build momentum, Adrienne Smith, Brooklyn Microgrid’s executive director, launched a campaign on Change.org in 2019 to authorize Brooklyn Microgrid to operate as a commercial entity.33 Smith said:

“All we need is [New York] Governor Cuomo to say ‘Yes’ to our campaign request and the network is already installed and ready to go.”34

On December 30, 2019, the Brooklyn Microgrid was granted permission for a yearlong regulatory sandbox pilot program.35
